First Option Bank is looking for a Compliance Officer to join our team of energetic bankers!  


The Compliance Officer is responsible for managing all facets of regulatory compliance affecting bank operations, marketing, deposit, and lending areas of the bank. This individual will lead the compliance efforts for the organization. This includes being responsible for understanding, reviewing, and updating as well as staying abreast of changes to and within the Bank’s compliance programs to ensure compliance with all governmental laws and regulations, including policies established by various regulatory and compliance agencies, specifically the Federal Reserve Bank of KC, and the State of Kansas. Responsible for all Bank Secrecy Act (BSA) and Community Reinvestment Act (CRA) activities Develops and conducts all training activities related to compliance-related issues. The Compliance Officer will report directly to a member of senior management and to the Board of Directors concerning compliance reviews of bank functional areas, regulatory examination reports and answers to those reports, impact of new or changes to existing regulations, and general compliance issues and concerns. The Compliance Officer will engage other employees in compliance performance. 

RESPONSIBILITIES

BSA Officer:

  • Serve as the organization’s Bank Secrecy Act Compliance Officer by developing and maintaining a BSA program that is in compliance with the regulation and by ensuring the bank remains compliant with both the Bank Secrecy Act and Anti Money Laundering Act.
  • Oversee the development, implementation, administration, maintenance, and day-to-day activities of the BSA/AML Compliance program.
  • Maintains a list of exempt customers.
  • File Suspicious Activity Reports as necessary.
Compliance:
  • Manage all aspects of the compliance program, including but not limited to training, internal reviews, creating/updating policies and procedures, keeping up to date on changes and ensuring changes are implemented properly, providing updates to the board and Compliance Committee. 
  • Respond to day-to-day compliance questions from management and staff
  • Maintain proficient knowledge of applicable laws, regulations, and interpretations and attend external training when necessary.
  • Provide input regarding compliance concerns relevant to current products and services offered, as well as during the ongoing process of development and changes to products and services and in marketing related materials promoting said products and services. 
  • Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues; and provide general guidance on how to avoid or deal with similar situations in the future.
  • Monitoring of transaction reporting in order to identify unusual/suspicious activity
  • Coordinate, with Human Resources, compliance training for all employees to provide information on compliance changes that affect them.  This includes computer-based training and/or in person training when necessary.

Compliance Audits and Examinations:

  • Prepare for and lead preparation for bank audits and examinations, compiling necessary documentation in a timely manner
  • Completes post audit/examination follow up by working with department managers to make improvements to systems in order to correct any violations or operational deficiencies found and prepares responses to the audit reports for the Management Team and/or the Board of Directors.

QUALIFICATIONS

Required: Minimum of 3-5 years of related experience and/or training; or equivalent combination of education and experience.  Educational experience, through in-house training sessions, formal school or related curriculum should be applicable to compliance and risk management. 

Strong knowledge of banking laws and regulations.  Ability to analyze financial records to identify inconsistencies in accounts, interact with bank staff to communicate compliance requirements and the ability to use risk management tools to analyze the degree of compliance with external regulations.  Ability to read, analyze and interpret laws and regulations.  Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.  Proven critical thinking and strategic planning skills. 

Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence, and procedures, speak clearly to clients, employees, directors, and shareholders.  Ability to work well independently as well as on a team; with little supervision while performing duties.

Preferred:  Bachelor’s degree in accounting, finance, economics, or related fields.  Prior experience in banking or financial management.
